Evidence-cited · open for anyone to improve

What can your government actually do?

The Progress Library is a public record of what U.S. city and state governments are structurally equipped to deliver. Map the institutional terrain you’re operating in, find peer governments facing the same constraints, and pinpoint the highest-leverage moves — so you can spend less time diagnosing and more time delivering.

Two layers of intelligence

Place intelligence

The Diagnostic

What a specific government is structurally equipped to do. Evidence-cited capacity readings for 71 cities and all fifty states — the binding constraint on what’s possible next, structural peers facing the same configuration, and sequenced pathways forward. A mirror, not a scoreboard: no rankings, no grades.

Systems intelligence

The Systems Map

How public innovation works as a system. A navigable knowledge graph of the field — the problems that keep government from delivering, the leverage points that change system behavior, and the solutions, organizations, and initiatives working on them. The diagnostic tells you where a place stands; the map shows the system it’s standing in.

Both layers share one framework: six institutional capacity dimensions — governance, workforce, fiscal, scale, external environment, and delivery assets — read as structural facts, each with its confidence level and sources. Read the full methodology →
